Hazardous Materials: Technician Level

Position Description

Introduction

The purpose of this position is to respond to releases or potential releases of hazardous materials and to take aggressive action to stop or control the release through the use of specialized protective clothing and control equipment.

Duties

  • Surveys the incident and validates preliminary evaluation information to include type of release (spill, explosion, or fire), and the hazardous substance involved.  Takes or continues action necessary to control the risk, and secure the scene appropriately.
  • Collects and interprets hazard and response information from Material Safety Data Sheet (MSDS) information, emergency information centers, databases, and other technical resources.
  • Ensures that the emergency response component of the Park Emergency Action Plan and the Incident command System is implemented.
  • Confirms the characteristics of the hazardous substance, as well associated hazards such as toxic fumes.  Determines the extent of damage to containers or other storage sites.  Predicts the likely behavior of released material and the potential impact if other unstable materials are involved.  Takes appropriate action to mitigate hazards identified.  Estimates the size of the endangered area, and implements institutional controls such as evacuation and area closures.
  • Performs advanced mitigation, control, and confinement operations required to control the spill, and stop the release, or otherwise contain the hazardous substance such as cooling, plugging or patching containers, applying diluting sprays or neutralizing agents, and constructing dams, dykes, or channels.
  • Participates in rescue operations and provides emergency medical treatment within the scope of certification and training.
  • Cooperates with and assists other emergency response resources.  Ensures proper use of personal protective equipment (PPE), and adherence to all safety procedures.
  • Participates in decontamination/cleanup operations, and post-incident activities.
  • Accounts for, utilizes, maintains, and performs minor repair for all issued equipment.
  • Participates in briefings, receives situation reports and stays informed of mission objectives and status changes.
  • Performs additional tasks or duties as assigned during a response.

Position Knowledge and/or Requirements

  • Operational knowledge of the Incident Command System (ICS), and the development and use of integrated action planning concepts and processes.
  • Knowledge of emergency response requirements such as those included in a typical Park Emergency Action Plan.
  • Advanced knowledge of HAZMAT operations such as is acquired through successful completion of the Technician Level HAZWOPER 40 hour training course.
  • Expert knowledge of Personal Protective Equipment (PPE) requirements and use in HAZMAT operations.
  • Knowledge of the Hazard Communication Program including Material Safety Data Sheet (MSDS) information, OSHA warning labels, and other hazard substance markings.
  • Knowledge of situational awareness fundamentals including personal equipment, PPE, and general all-risk hazards.
  • Ability to provide emergency first aid and CPR.
  • Knowledge of the proper use and field maintenance of emergency and communication equipment.

Supervisory Controls

Work direction is provided by the Hazardous Material Team Leader or other designated supervisor.  The work is performed independently as a senior member of the hazardous material team or other all-risk operational team.  Work is reviewed for acceptability and compliance with operating instructions and procedures.

Complexity

The incumbent responds to a wide variety of hazardous material incidents which require diverse skills, often involving critical life-threatening situations such as spills, explosion, fires, and floods, as well as interactions that require sensitivity to business relationships.  Emergency response often involves decision-making and action in extremely adverse physical and emotional conditions and ability to function effectively in controversial and/or sensitive situations.  Work requires application and modification of established practices in most areas of responsibility, with considerable individual discretion and judgment exercised in emergency situations.

Scope and Effect

The purpose of this position is to participate in hazardous substance emergency operations, to implement incident objectives for a safe operation, and to work for short to extended periods of time when controlling spills, containing hazards, or performing decontamination and cleanup.

The efficiency of assignments and safety depends upon the effectiveness and timeliness of the Hazardous Material Members decision and actions.

Personal Contacts

Personal contacts are with the local agency emergency response personnel, and/or incident management team personnel during the duration of the incident.  Additional contacts may be made with media operations, park visitors, special interest groups, and others interested and assisting with the incident.

Purpose of Contacts

The purpose of contacts is to obtain briefings and orders, as well as to relay incident information to and from the incident management team and other team members, and to provide general and specific information and assistance.

Physical Demands

Work routinely involves physically rigorous assignments and strenuous activity.  Incumbent must maintain excellent physical condition to carry out responsibilities, including the ability to perform hazardous material tasks while wearing heavy and cumbersome PPE.  Response to emergency situations often requires clear reasoning and decisive action under conditions of extreme mental and physical stress.

Work Environment

Work environment is indoors and outdoors in all types of weather, night or day, and for prolonged periods of time.  The incumbent is subject to exposure to a variety of hazardous substances, toxic fumes, and extreme heat or cold.

  • ETC-EB-24-003 Diesel exhaust fluid (DEF) in fuel containers.
  • ETC-EB-24-004 Two-compartment fuel and oil container (Dolmar) unavailable in the United States (US) and reminders for upkeeping current inventories.
  • ETC-EB-24-005 Personal Protective Equipment (PPE): Inspection, Care, and Maintenance.

These bulletins remind field going personnel of important issues related to equipment for wildland firefighting efforts.

The Performance Support Package, which for ABRO includes the Incident Position Standards and Next Generation Position Task Book were developed through the Incident Performance and Training Modernization (IPTM) effort. The Performance Support Package will support trainees, those qualified in the position, and evaluators.

The National Aeronautics and Space Administration (NASA) is officially an associate member of NWCG. As such, NASA is beginning to collaborate with wildland fire management agencies with the goal of increasing collaboration across agencies and leveraging NASA data, technology, and innovation for nation-wide efforts in wildland fire management. NASA has a rich history of research, development, and technology transfer in the areas of Earth science, space technologies, and aeronautics that support the NWCG mission.

WWW.NWCG.GOV HAS A NEW LOOK AND DESIGN

The NWCG web team dedicated the past two years to making a significant upgrade to the www.nwcg.gov site. This upgrade involved a comprehensive redesign of over 7,700 web pages.

The modernization of NWCG’s website involved migrating to Drupal 10, a cutting—edge content management system, and leveraging Amazon Web Service GovCloud for secure and efficient hosting. These upgrades help ensure that the NWCG website remains current in content management practices, offering enhanced customization, improved performance, and an overall superior user experience.

INCIDENT PERFORMANCE AND TRAINING MODERNIZATION

In 2023, NWCG kicked off the Incident Performance and Training Modernization (IPTM) effort. A training system overhaul focused on developing a performance-based training system designed to shift training to on-the-job when appropriate.

Over the next five years, NWCG intends to analyze all positions within the NWCG Standards for Wildland Fire Position Qualifications, PMS 310-1. To date we are currently working on 30 incident positions, and planning for 20+ in calendar year 2025.

Subject Matter Experts from a variety of geographical areas and agencies recently completed the position analysis for 16 positions. From this analysis, Incident Positions Standards and a Next Generation Position Task Book will be developed for each position.

Incident Performance and Training Modernization

NEXT GENERATION POSITION TASK BOOK

In April 2024, NWCG launched the new Next Generation Position Task Book (Next Gen PTB) which is a key component of the IPTM effort. This revised evaluation tool is designed to work in conjunction with the newly developed Incident Position Standards.

Major Next Gen PTB changes:

  • Structured to improve constructive conversations between evaluators and trainees.
  • Reference new Incident Position Standards.
  • Include only tasks required to be evaluated for successful performance.
  • Trainees will be rated on their performance vs. initialing whether a task was completed.
  • Must include written feedback when trainee does not meet the standard.
  • Will be position specific (no combined PTBs).
