Facilities Unit Leader*

FACL decorative banner: photos depicting FACL position. FACL Description: The Facilities Unit Leader (FACL) is responsible for laying out and operating incident facilities (Base,Camp(s), and ICP) and managing Base and Camp(s) operations. Each Base and Camp may be assigned a manager.

The Facilities Unit Leader (FACL) is responsible for organizing and supervising the Facilities Unit. The FACL establishes Incident Command Post (ICP), spike camps, incident facilities, and incident base facilities. The FACL may supervise Base Camp Managers (BCMG), contractors, and Camp Crews. The FACL reports to the Logistics Section Chief (LSC) or the Logistics Support Branch Director (SUBD) and works in the Logistics functional area.

The Forest Service and Department of Interior are enabled by Administratively Determined Pay Plans (AD Pay Plans) to hire persons for temporary duration for the following reasons:

  1. To cope with a sudden and unexpected emergency caused by a fire, or extreme fire potential, flood, storm, or any other all-hazard emergency that threatens damage to federally protected property, has the potential to cause loss of life, serious injury, public health risk, or damage to natural or cultural resources unless brought under immediate control.
  2. To provide emergency assistance to States under formalized agreements.
  3. To meet mission assignments issued by the Federal Emergency Management Agency (FEMA).

The National Wildfire Coordinating Group (NWCG) Incident Business Committee (IBC) reviews positions annually and establishes pay rate classifications for each position.

Incident Position Standards and the Next Generation Position Task Books Now Available for DMOB, DOCL, and RESL

NWCG is excited to announce that Incident Position Standards and the Next Generation Position Task Books are now available for Demobilization Unit Leader (DMOB), Documentation Unit Leader (DOCL), and Resources Unit Leader (RESL).

The Performance Support Packages for these positions, including a job aid for RESL, were developed as part of the Incident Performance and Training Modernization (IPTM) effort. These resources support trainees, qualified personnel, and evaluators in their respective roles.

Any changes to qualification pathways will take effect with the next update of the NWCG Standards for Wildland Fire Position Qualifications, PMS 310-1.

NWCG is excited to announce that the 2025 NWCG Incident Response Pocket Guide (IRPG), PMS 461, is now available. Visit NWCG's website to learn about the major updates and changes in the 2025 version of the IRPG. The NWCG Guia de Respuesta de Incidente de Bolsillo (GRI), PMS 461-ES is available electronically and will be available from Great Basin Cache by early summer 2025.

All hard copy materials, including the IRPG, are ordered through the Great Basin Cache (GBK). Information on the ordering process can be found in the National Fire Equipment System (NFES) Catalog.
