The Strike Team Leader Engine directs five engines of the same Incident Command System (ICS) type performing tactical missions on a division or segment of a division, on wildland fire incidents. The STEN supervises resources at the Single Resource Boss level and reports to a Division/Group Supervisor (DIVS). The STEN works in the Operations functional area.
The Forest Service and Department of Interior are enabled by Administratively Determined Pay Plans (AD Pay Plans) to hire persons for temporary duration for the following reasons:
- To cope with a sudden and unexpected emergency caused by a fire, or extreme fire potential, flood, storm, or any other all-hazard emergency that threatens damage to federally protected property, has the potential to cause loss of life, serious injury, public health risk, or damage to natural or cultural resources unless brought under immediate control.
- To provide emergency assistance to States under formalized agreements.
- To meet mission assignments issued by the Federal Emergency Management Agency (FEMA).
The National Wildfire Coordinating Group (NWCG) Incident Business Committee (IBC) reviews positions annually and establishes pay rate classifications for each position.

Updated: The Task Force Leader (TFLD) and Strike Team Leader (STDZ, STEN, STCR, STPL) Position Task Books (PTB)(311-10) have been combined. However, the positions have not been combined. Strike Team Leader tasks are completed only once. The Required Experience for TFLD must be met prior to completing additional TFLD tasks. Upon satisfactory performance in the prerequisite single resource boss position, the specific strike team leader task book may be initiated. Once qualified as a Strike Team Leader, any additional single resource boss qualifications will also qualify the individual in that corresponding strike team leader position—without having to complete the Strike Team Leader PTB for the new position—once agency certification is documented on the PTB Certification page.
